This followed the recent reports that stated the council had failed to take precautionary action to protect two children who went on to be murdered on his watch. I’m obviously disappointed that the Conservative Councillors voted this motion down. To be crystal clear, I and Labour have no problems with stakeholders being involved in shaping any final plans for the Town Centre, considering feedback from the most important people, the public. However, Northampton Borough Council is the statutory authority responsible for the Town Centre and is the named accountable body in the submission to the government. So for elected Councillors to therefore not be permitted to vote and sign off any plans being made in their name, is simply wrong. The absence of such a vote could actually open up the potential for a judicial review, which of course no one wants. I will continue to speak out on this matter and others inside the council and stand up for what I think is right.

Labour and myself welcome the formulation of a Town Centre Masterplan and that a bid for up to £25 million funding from the governments Future High Streets Fund could only be a positive thing for Northampton, especially if we are successful. However, Labour are deeply concerned about the process that is being adopted, which contravenes some fundamental protocols. Until it no longer exists or is replaced, Northampton Borough Council is the current authority with responsibility for the Town Centre and regeneration and yet this fundamental role is being circumvented during the Town Centre Masterplan process. The formation of 'Northampton Forward' has been undertaken without any mandate from Full Council or indeed the cabinet and this entity is answerable to no-one - as such there is a deficit of democracy and accountability, as the board of 'Northampton Forward' is scheduled to be the sole decision maker on any final bid that goes forward and the body that considers any public feedback. There is of course a role for stakeholders and partners, but it is imperative that Northampton Borough Council and elected members play a role in what should be a positive process, as is our elected responsibilities. The Town Centre Masterplan and the grouping that drives it should not be something that operates in a veil of secrecy with a huge whiff of cronyism, this town has suffered enough of that. To remedy this situation and to ensure the best outcomes, Labour are submitting to ‪the 3rd June‬ Full Council meeting a motion, seeking the following steps; 1) Full Council to nominate Councillors from each political grouping to sit on the Northampton Forward board. The numbers should be; Conservative 3, Labour 2 and Lib Dem 1. These Councillors should play active roles as board members in considering the feedback from the public and shaping any final plan that is submitted for consideration, working in parity with the rest of the board. 2) Full Council should formally vote on any final Town Centre plans that are to be part of any bid. This plan can be pre-agreed by the Northampton Forward board ‘in principle’ and then brought to Full Council for rubber-stamping. Labour had hoped such a motion wouldn't be necessary and common-sense would have prevailed already. I know a number of Conservative Councillors are unhappy about this issue too. With cross party involvement and Councillors on the Northampton Forward board, it will ensure ‘buy in’ from all political groups and everyone positively focused on the best outcome for the town, whilst still respecting the role and democracy of Northampton Borough Council. What we cannot have is an unelected and unaccountable quango to take control of our towns future or for this Conservative Council to outsource our democracy and accountability.
